Your 2210 July 3rd. I have again interviewed

Japanese Naval Authorities concerning detention of British

Ship SAGRES and demanded her immediate release pointing out

that ship had now been illegally held since April 8th

Admiral Nomura states Bako Authorities appear

Grounds for detention appear now to be based

principally on wording of letter referred to in para. (two) Hl., (a) of my signal 1545 May 13th. Photographic copies of this

letter together with a covering letter have only recently

reached Japanese authorities in Shanghai from Bako via Tokyo.

3. I have now copies of letters referred to in para.

2 above and have personally seen photographs of them in

Japanese files.

Substance of covering letter which is printed on

Jardine Matheson paper dated Nevr. 12th 1938 addressed to

Masters of Steamships HAI TAN HAI CHING HAI YANG SEIS

and SAGRES and signed by Mr. Scott Morris of Jardines who I

understand is Fpecho w agent for Wellington Line is as follows:

Begins. Points out that attached copy of letter

received from District Director of Fukien Province Salt

Administration is self explanatory.

Reply has been sent to Office of Clients stating

that as usual staff will be offered every reasonable

facility and requesting masters to note accordingly and

give every assistance if and when time comes. Ends.
